While it's true the US President is elected by the "people" (ok, maybe not THIS president), doesn't the Congress have the power and responsibility to hold the President accountable? If the Congress doesn't approve of what the President is doing (immigration internment camps of children for instance), can't the Congress say "STOP" AND take away HHS' money? Of course! Who's the boss of whom here? It appears that the shoe is on the wrong foot and the President is basically, insubordinate to the values and principles and even rules that inform how this country proceeds. Any nonprofit executive behaving this way would have been fired by now. But wait...this is government :(.
