I thought the nonprofit/public partnership described in Governing Magazine's March 2011 issue worth noting as a great example of a win-win-win (in this case for shelters/dogs, offenders, and owners). This is the kind of creativity that can make a workable and livable society. And, while staff probably ironed out the details and maybe even came up with the idea, the respective governing bodies should get credit for getting past, what I can imagine were, a number of legal and logistical hurdles to endorse the effort.
The partnership is between the Women's Huron Valley Correctional Facility and the Humane Society of Huron Valley. The two have developed a program to help shelter dogs become better suited for adoption through fostering and training. The project is being conducted in Michigan.
